Job Summary

I. POSITION IDENTIFICATION AND SUMMARY

The Head, Learning Services is a management level position.  They are responsible for daily operations and the overall library administration, including planning, budgeting, development and maintenance of the library automation system, staffing, public relations, and facilities management.  The position is responsible for providing strong and supportive leadership for the Library and ARC staff and work effectively with faculty, students, and administration to ensure library support of curricular needs and student success efforts. This position is directly responsible for planning and implementation of a Library and Academic Resource Center that meets standards associated with Higher Education accreditation, American Library Association (ALA), and support of technical programs offered by State Technical College of Missouri. State Tech has a desire to transition to a "learning commons" approach to learning services. A "Learning Services" approach integrates the services of the traditional library and the new world of information technology in a seamless physical and virtual space in support of student education, teamwork, and development.

It is an exempt, non-faculty twelve-month “Professional” position. 

This is a "Safety Sensitive" position.

II. ORGANIZATIONAL RELATIONSHIPS

A. This position reports directly to Vice President for Student Affairs.
B. This position is charged with the planning, development, management of the library automation system, and evaluation of overall library operations. 
C. The Director will develop long range and strategic plans for services, facilities and technological resources, which meet the strategic learning goals of the College. The Director is responsible for guiding and integrating several key student academic support functions including library services, academic support services, and tutoring; and responsible for planning, implementing, supervising and assessing the resources and services of the Library space.
D. This position interacts with all academic departments of the College, academic affairs, and student affairs.

This position is responsible for the following duties and responsibilities:

  • Work with Vice President for Student Affairs and other college administration in development and implementation of learning services that help the college meet strategic goals.
  • Key areas of accountability include effective delivery of library services and oversight of operation of Academic Resource Center.
  • The Director must demonstrate experience supervising library staff with a well-rounded knowledge and appreciation of all aspects of library work, including integration of emerging technologies into library services, forward looking collection development, effective public services and information literacy instruction.
  • Demonstrate leadership and innovation in providing library programs and services.
  • Provide leadership and facilitation of ongoing analysis and assessment initiatives.
  • Candidates must possess comprehensive experience in developing and managing multiple budget accounts; effective supervision, management, and leadership of staff; competency in assessment, to include the evaluation of the quality and utilization of learning services; and participation and leadership in local, regional and statewide library networks.
  • Guide the library forward in the area of electronic and information management. 
  • In conjunction with faculty, develop a high quality technical library through traditional and technological resources.
  • Participate in collection development and preparation of informational handouts.
  • Work with and actively participate in the Missouri Bibliographic Instruction User System (MOBIUS) and in the MOBIUS/LANCE consortium activities.
  • Participate in the Missouri Library Network Corporation (MLNC) activities.
  • Maintain a quality bibliographic database such as MOBIUS/LANCE database.
  • Manage the bibliographic record control including authority records, headings reports, item records, serials cataloging, and order records. 
  • Develop and teach general and subject specific library instruction sessions, orientations, and workshops to students, faculty, and staff on the Linn, Missouri campus along with the satellite library locations as needed.
  • Create and maintain handouts and bibliographies on library resources.
  • Work with instructors to develop individual education plans for students within the developmental studies program.
  • Prepare library policies and procedures manual.
  • Perform online and mediated database searching.
  • Provide interlibrary loan service.
  • Catalog books and other library materials using OCLC and the library automation system. 
  • Provide resources for curriculum enhancement and to assist degree-seeking faculty.
  • Supervise library staff, ARC staff, and student workers.
  • Attend the MOBIUS consortium and other professional meetings.
  • Serve on campus-wide committees.
  • Coordinates the appearance of and maintains the content of the Library website (Library services, and Academic Resource Center).
  • Coordinates and/or assigns coverage for services in Library.
  • Initiates, develops and coordinates library programming.
  • Works in unison with the Director of Student Support Services to review, plan and coordinate daily operations.
  • Provides, coordinates, and/or assigns coverage for extended library hours as needed such as finals week, special events, SkillUSA, Must See STC, etc.
  • Work with college administration to develop strategic goals and objectives to design and implement a comprehensive learning commons structure – long term goal.
  • Perform other duties as needed or assigned.

IV. ACCOUNTABILITIES

A. General

This position is accountable for the maintenance and growth of a comprehensive academic library.

B. Fiscal

This position is accountable for the fiscal management of budgeted resources and adherence to fiscal guidelines established by the Chief Fiscal Officer, the President of the College, and The Board of Regents.

V. POSITION SPECIFICATIONS

A. Qualifications:

    Master’s of Library Sciences from an ALA-accredited program with experience in library administration in higher education required.  Working knowledge of library automation system, demonstrated ability to integrate and advance innovative programs in response to a changing technological and information environment, and record of leadership in collaborative and collegial environment required.

    Is responsible for the overall direction, coordination, planning, and evaluation of the Learning Services.  Also directly supervises librarian, para-professionals, and student workers. 

    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    Experience with and knowledge of computers and technology as it relates to the library automation system, machine-readable formats (MARC), and electronic access to information.  Experience in using management, and supporting the use of instructional media.  Knowledge and understanding of technical education preferred.

    Preferred experience includes experience in a 2-year college setting; experience in a Learning Commons environment; 3 or more years’ experience supervising college library support staff; an understanding of the mission of the college; demonstrated involvement in support of diversity and/or experience working with students of varying backgrounds and abilities; familiarity with MOBIUS library information management system; experience with innovative technologies; promotion of Open Educational Resources across campus; evidence of interdisciplinary/cross-departmental collaborations; experience with computer-based instructional technology.

    Ability to read and comprehend simple instructions, short correspondence, and memos. 

    Ability to write correspondence, Institutional self-study reports, procedural and policy manuals, library guides, and other library informational materials. 

    Ability to effectively present information in one-on-one and small/large group situations to clients, students, faculty, staff, administration, general public.

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. 

    Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. 

    Ability to apply basic accounting principles, such as bookkeeping, income statements, and balance sheets.

    Evidence of skill in resource development, budgeting, and securing grants. A combination of education and experience may be used in lieu of the above.

C. Problem-solving Skills:

    This position regularly requires the incumbent to exercise discretion and independent judgment.

    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 

    Ability to interpret a variety of instructions furnished in written or oral form.

The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision.
